Abstract
Introduction: The World Health Organization (WHO) has defined the decade 2021-2030 as the Decade of Active Aging. It assumes that it will be necessary to engage numerous sectors to promote the improvement of aging beyond health, such as finance, long-term care, social protection systems, education, work, transportation, housing, information, and communication. It also warns that the effort must be at the national and regional level, involving municipalities as well as health and social support professionals.
Objective: Mapping knowledge and identifying the effects, through a literature review, of Leadership and Governance in Local Health Units aimed at promoting quality in healthy aging.
Methods: Literature review, specifically scoping review, according to the methodology of the Joanna Briggs Institute, and PRISMA 2020 Checklist guidelines, registered on the OSF (Open Science Framework) platform. Studies were identified through a search conducted on January 31, 2025, in PUBMED, EBSCO (MEDLINE Complete, Cochrane Library Plus, and CINAHL Plus With Full Text), SCOPUS, Web of Science, and gray literature RCAAP (Open Access Scientific Repository of Portugal) using descriptors and free terms in Portuguese, English, Spanish, and French. Two independent reviewers conducted the study relevance analysis with data extraction and synthesis between February and April 2025.
Results: Initially, 33 articles were obtained, with 6 articles subsequently excluded due to being duplicates. In the end, 7 articles were included in the review article, while one article was excluded for eligibility. The effects of leadership and governance on the promotion of quality in healthy aging in local health units are relevant to the organization and provision of care, depending on the human resources involved. They are fundamental in building quality work environments, implementing new models, promoting health, well-being, and professional satisfaction.
Conclusion: Health interventions require multisectoral approaches, imposing the need for coordinated public policies among the various governance sectors, which address the multiple determinants of health and that build, with an integrative perspective, responses to the needs of people towards a healthier and happier life. Investment in primary healthcare is deemed essential, particularly by leveraging the skills of the various actors involved and promoting preventive activities.
